In 390 BCE, the Gauls, led by Brennus, sacked the city of Rome. The Romans, desperate to end the siege, agreed to pay a heavy ransom in gold.
When the Romans complained that the Gauls were using unfair weights on the scales, Brennus reportedly threw his sword on top of the gold and declared "Vae Victis" - Woe to the vanquished.
His message was clear: The defeated can not negotiate, they have no voice.
